Another vote for One Way Heroics here. Heeding the comments here I disabled the online features for now.

Edit: Beat the game in easy mode as a Swordmaster (my 4th character). :D

i give "One Way Heroics" a positive vote too... (especially as it just costs like 3 bucks and not 10+) but i got it some months ago over playism and not steam, i guess the "online instability?" is based on steams online functions as i had no problems with it with the playism version.

its a neat little game though and i enjoyed playing it for quite a while.
there is not that much "content" in it (well you go east, fight stuff, grab items and a run can be finished in a few hours).
so it is more about re-playing it again and again with different options, as you can choose what class, perc combos (or no percs), what map you want to play on and what difficulty you want to play on and then try your best or try for a as high score as possible. there are a bunch of special daily maps too with special rules and stories on them.

Warlock ultimate ed. goes for around 3 bucks (price may differ in other regions), heard its quite decent with all dem dlcs bundled in

HoI4 will come out as a base game anyway and will have nowhere near the amount of content as HoI3.
I have the same attitude towards Cliffs of Dover at the moment. No matter how much better graphically and mechanically it may be, Il2 Sturmovik:1946 still has it beat ten times over for content, not even counting the fanmade expansions.

I'm finding it hard to go back to '46 after experiencing the new flight models, damage and engine management :(

I'm finding it hard to go to an IL-2 Sturmovik game that features no IL-2's at all in the first place. :P

I like it a lot, but it's a bit too limited for me to blanket recommend. Still, for >$10 I imagine it'd be hard not to get your money's worth, if you're into fantasy empire-building TBS things with RPG mechanics and not too much empire depth.

How bad is the RNG? I'm reading some reviews and seems like this is a major, if not crucial, offender to some players.

It determines your game. That said, it is a very good game, although it's a lot more focussed than most roguelikes. It's not as open world as the random death dungeon you usually have.

How bad is the RNG? I'm reading some reviews and seems like this is a major, if not crucial, offender to some players.

For winning the game? It's pretty rare that the RNG will make a game completely unwinnable (not finding a single weapon in any sector, for example). Skill and knowledge of the game/encounters/ships/tricks will go much, much farther than the RNG will.

Unlocking ships is a bit different, but there's a free expansion coming out very soon that changes that issue by adding different ship unlock criteria.

Honestly if you're interested and know roughly what it is, I say get it.

FTL's RNG has never bothered me.  I played on easy and after a few hours I could reliably get to the boss, and usually win.  Now I play on normal and I lose sometimes, but almost always in the first sector (if I somehow lose crew that early, I tend to give up).

I guess my point is that the tricks you learn are more important than the RNG, unless you have a string of bad luck.  And even then it's usually survivable if you're willing to run, or have backup strategies.
