It's treated as completely normal because this is Dwarf Fortress.  There's absolutely nothing wrong with surrounding yourself with a wall of flames, only to later realize that you're surrounded by a wall of flames.
There's nothing that can't be solved by hurling fifteen roc birds at it.

Robes are quite ineffective. They interfere with breast plates and mail shirts, usually preventing the use of either mail shirt or robe. At least in my forts...

I tend to rely on dresses. Yes, my whole military is wearing a dress under all that armor. Their coverage is the same, but they have half the size and permit.

Anyways, with cloaks there shouldn't be any problem, wether you use a dress, robe or neighter.

well since this's been cleared pretty much.
i still want to add....
use feather wood.
training spear has blunt attack type, lighter it is, less possible it does damage.

Why bother with gathering so much feather wood ? Just get armor on your dwarves and training spears and you'll be fine.

It's true, a featherwood training spear will do less damage than any other wooden spear.  But the point is ultimately moot, because all training spears do no damage to armor.  Less of nothing is still nothing.  Use blood-thorn, and a copper breastplate will deflect it.

Also, blood thorns (as well as black-caps and goblin-caps) are Armok's favored tree and are much more badass than feather trees.

On training weapons:
My squad of six dwarves killed two ambushesand a siege with wooden training axes.

For some reason i didn't embark with an anvil for my forge, traders showed up with one shortly afterwards. =(

Goblins are notorious for leaving large portions of their bodies wide open, like wearing breastplate, helm, and loincloth.  You can get hits on them fairly well.  Full plate armor, as your dwarves in the danger room should be wearing, will protect against any wood, even elf weapons which are "weapons" and not "training weapons".

Even leather armour works fine against training spears in a danger room. Hell just a cloak would probably work fine due to the immense coverage.
If you haven't found any decent metal ore to make armour from buy a couple of cheap bins full of leather from the Dwarves or Humans & crank out a few sets of leather armour. One bin usually makes 2 full sets of armour & cost you the same as a handful of stone crafts.

Cloth isn't bad either, and I think that silk trumps cloth and leather by some margin.

Only one thing to do, divert your enemies through your danger room. Then train the militia on the survivors.

or better .. kittens!!!

best way to have fun .. assign your surplus dogs to the stupid mayor and lock him with all your kittens and cats :) when they all finally adopted him send him to train at the danger room:) locking that one room safely away from  the rest of the productive rest :)

then watch in amusement when  he tantrums to death a short while later :)
