To those asking how it can have all those pictures, look at the description closer up on the top.

Adorned with hanging rings of blah and blah and blah and blah and blah. Menaces with spikes of blah and blah and blah and blah.

It's a ring.  Made up of other rings.  With pictures on those rings which are made up of rings made up of other rings.  And has spikes.

The surface area of this object must be enormous.

It's not even a ring anymore at this point, with all those decorations.  More like a full hand chainmail glove with spikes.

Isn't it obvious?

He's the Lord of the Rings.

He's the Lord of the Rings.

One ring to rule them all.

--> YOU MUST THROW IT INTO A VOLCANO!!!

If you don't have one, go get it with an adventurer, then take it to a volcano and throw it in.

This bug happens when a moody dwarf is assigned to a burrow that doesn't contain the workshop he claimed. He grabs a material from the burrow then drops it into the workshop, then notices it is no longer in his burrow so he goes to grap another one, etc.
Deleting the burrow, removing the dwarf from it or expanding the burrow into the workshop fixes it and causes the dwarf to finish gathering materials and actually start working on the artifact.

The kid was clearly like, "Hey, bro, I heard you liked reading so I put images on your images so you can read whilst you read."

Because dwarves don't have writing, they only have some seriously weird heiroglyph system.
