Is invincible to infantry-like units and can move 2 spaces a turn. It can only be destroyed if 2 infantry-like units (i.e. Soldiers and the future sort) or sombody makes something that can kill it with fire.

Snipers have a range of 5-6 depending on whether they set up a sniper nest or not.

Tank: Vehicle, Move 2, Attack Range 0, may not be destroyed by infantry.
Sniper School: Structure, Size 2x2, While a player has this building they can access the sniper unit, which has a considerable Firing range.
Sniper: Infantry, Move 1, Attack Range 5, Range is 6 if nested.
Do note, that anything that seems imbalanced is really up to the council to get under control. I'll likely only get involved on blatant god moding.
