Well, with that, all the subjects pass. Several of the subjects need a little elaboration however.

 There shall be resources (to be decided on by the council if this passes) of which players shall require to build additional units

Well for terrain I believe there should be hills, water, forest, desert, grassland, and magma

resourcs I'm thinking metal, food, wood, and stone

I actually wanted magma to be in the terrain from the start as a working resource for war engines, Dorfy!
