There is the old "Balance of Power" back in the 80's, which is all about cold-war and geopolitics, if diplomacy is what you're looking for. Definitely no 4X, or total war, though.

Trust and Betrayal.
MAde by the same guy as BoP, it's basicly a 'diplomacy' sim. However it is extremely abstract. From what I remember its about aliens, and getting information from them. Very good, if you get into it!
