It seems to be possible to arm your civilians with axes.

Enable woodcutting.  Your civilian will go pick up an axe.  Set their weapon preference to axe.  Disable woodcutting.  In my experience, they will hang onto the axe even though they are neither a woodcutter nor a soldier.

I noticed this too, but if you look in the weapon preferences for a woodcutter it sets their default weapon to "axe" (once they gain some skill in woodcutting or if they arrive as a carpenter? I'm not sure) and I presumed that woodcutting is like a crude form of axe skill when it comes to combat - a bit like miners using their picks. You can get them to drop the axe by changing their weapon preference to unarmed again, though.

I think picks use mining as the fighting skill for them, but axes use the axe skill.

My point is that with another weapon, civilians will discard the weapon even though that's what their weapon pref is set to (if you turn off hunting on a newly arrived trapper, they drop their crossbow).  With the axe, they will keep it even after you disable woodcutting.

Also, my carpenters arrive with their weapon preference set to unarmed.  I know because I have been changing it to axe when they arrive (if they're going to carry it around to cut wood, they might as well use it in a fight).

Sometimes it would be nice to have civilians lugging around a weapon and armor;  I've a squad where I've crammed all my legendaries (except one farmer that won't join it for some reason,) and I'd -like- to have them all wear armor at the least, if not carry very big hammers.

Wait, maybe this belongs in suggestions...  Better make it relate to the situation at hand.

I think woodcutters do this and you would think that miners would as well, but considering all the spare pickaxes laying around my fort I think this is not the case.

in a previous game i had a dwarf who i was trying to get to drop her axe so another dwarf could use it. my usual method before was set to mining skill(now i set to unarmed soldier) so they drop the axe and look for a pick, and then turn off mining. in this case she kept the axe, ran after one of my legendary miners, and took his pick in the same hand.

i couldnt get her to drop either one no matter what i set her to after that
