Confirmed my suspicions. I embarked with 3333 boulders of bituminous coals and I had SIX wagon pullers. 3 horses and 3 donkeys.

It's clearly related to how much heavy stuff you take.

My guess, since you're bringing rocks of bituminous coal, which weigh a ton, you're needing more pullers to pull the cart. I've heard the more weight you embark with the more puller/wagons you can get. I'm gonna do some tests to see about this.

I played the newest version 0.31.21, and I got the bug where my wagon/wagons were on a cliff face and deconstructed. I'll repeat the experiment and tell you the results.

Yep, 3 wagons as well. Same thing, 3333 coal.

Ah, all is well then. Two animals per wagon. :)

Now, adjusting the carry capacity of wagons would get you more or fewer wagons and thus animals. That could lead to amusing fun!

From other posts, it looks like it's just luck of the draw as to whether or not you end up with a breeding pair.  Is that so?

Fascinating.  Is the wagon number affected by the weight, or the number?  Try embarking with endless bags of sand, so that you have a LOT of cheap stuff, and see if you get a dozen wagons.  This could be of some use for those embarking on mountains or glaciers, since it gives 3 lumber per wagon.

At 3 points a log you'd probably be better off just buying lumber, I doubt 8 points of anything will fill a wagon.

I embarked with 10000 bags of sand. I got 8 wagons, and 16 animals. Exactly 8 water buffalo males, and 8 females.

How did you embark with 25000 blocks? I don't know how to get more then 10000 embark points, but anyways, I'm gonna keep that constant for point of comparison. Also blocks weight a lot less then boulders.

Find a way to make sure you get very strong wagon pulling animals. Something that hits very hard. What are all the wagon pulling animals?

Hmm, that'll be tricky. I suppose if you bring enough wagons you can have a one shot "burn the entire map" bomb, especially if you load all the wagon with booze.

Anything with [PACK_ANIMAL] I think, or maybe it's [CARRYING_CAPACITY:X] I forget, but there's a token in domestic creatures that decides what can haul cargo.
