Is it me or all Kobolts starve to death in this version at year 4?

Not just you.

Questions left unanswered:

Do contaminants still collect on top of grates in 0.31.21 (like they do in .19)?

Do contaminants in water build up on fortifications without being able to pass through?

I've heard that putting floor grates near your well will prevent muck from accumulating. Does there have to be an open space under the grates? If not, will the well collapse when I channel all the eight squares around it?

Grates used to prevent the buildup of contamination, but they don't in the current version.  Pools of blood, vomit, and forgotten beast poison will sit right on top of grates as if they were solid floor.

I'm going to guess that if Toady didn't mention it, then they haven't been addressed yet.

For a complete list of bugfixes as they happen, the bug tracker has its own, in depth changelog.

My Kobolds never starve to death.  I didn't mod them.  I just generate worlds with lots of civs for them to steal from and 90% of their enclaves survive.

... the ones that don't get super pwn'd by Night Creatures anyways.  Seriously, do NC's have a thing against Kobolds? Because in my worlds they seem to attack Kobolds FAR more than any other creature.

I like fortresses because they are still underground.

Considering night creatures and kobolds both live in caves this would make sense.

Actually, kobolds sort of have a monopoly on caves. Night creatures, megabeasts, and named animals use lairs of varying sorts (though they look the same on the travel map). The only other creatures that tend to dwell in caves are unnamed underground beasts, and I think the occasional demon. I guess megabeasts without lair entries might also take over caves, but I haven't tested that.

Is it just me or is the saving a lot slower now?

While I could go into suggesting a far more complex system than this... For now I'll just say I support this idea.

I've been getting a game crash every time I try to look at anything in legends. I do have a custom entity modded in so that might be causing it.

Awesome, Toady! Excellent work like always. Downloading. :) I haven't played any of the new versions since the 31.1x series, so I'm looking forward to this.
