Live streaming made easy? (CMS/Open Source/Free?)

Hey guys, I have a pretty big question for all you webmasters out there. I've been running a local website with all sorts of things such as PHP, MySQL, Drupal/A custom CMS/other website types solely for the sake of learning for some time. However, there's something I want to do, and something my friend wants me to do, but I haven't found any solutions that didn't cost out the wazoo.

Okay, have you seen http://www.livestream.com/ or www.ustream.tv? What I want is some way to do something similar, preferably for free. It doesn't have to have all of the features of those sites, just a simple CMS or script that would help me/enable me to run (multiple?) live video streams off of my server at once. I realize this is no small undertaking, but it would be great if anyone could help me out. I would be willing to do some coding, but I'm only "proficient" at PHP and "slightly less than proficient" at JS. HTML and CSS I'm fine with, MySQL I can use/work with but sometimes goes over my head, but I'm taking a class on it.

To clarify, my server runs:

Ubuntu Linux 10.04
Apache 2
MySQL 5 (point something)
PHP 5
HTML 5 and under

I guess to clarify what I'm looking for:

-Some way (a content management system or something) to stream (preferably more than one) live video steam from the stream author, to my server, to the user (much like UStream or Livestream.com)
-A way to manage the streams, preferably
-Little to no cost, particularly easy if an open source solution exists, but I haven't found one

Livestream.com has a free application called Procaster, you know. Unless it's not free anymore. It's buggy as living hell but it IS a stream.

Yeah, I've used that before... I'm not looking for a desktop application, I'm looking for a server side application/system where people can just go to my website, create a stream (perhaps with a webcam or desktop app, but not like Procaster), and then send the link (also on my website) for other people to view it. Thanks anyway, though.
