Multiple Mayors still exist in 33b

I still have 3 Mayors.  Did the fix only prevent new extra ones from being created?

when i copied an old save over to 33b my 4 mayors were still in.  pretty cool to have an all mayor fortress guard though!  

my new fort in 33b hasn't had any additional mayors yet so i would venture that your hypothesis is correct ~
