Do you consider it cruel or unusual to punish and criminally convict women for having miscarrages in any way, death penalty nonwithstanding? I would imagine the answer is yes, and that's the answer you'd get from the vast majority of people in the Western World. Under that logic, any sort of conviction would be cruel and unusual, allowing the Supreme Court to put the smack-down on a bill like this (assuming that it somehow managed to pass, which isn't going to happen, even in Georgia).
Yes, it would be cruel and unusual (and retarded and unfair and so on).  But it wouldn't be a cruel or unusual punishment.
By definition, any punishment for such a "crime" would be seen as cruel and unusual, because the bill itself is cruel and unusual.

Thank god we have the Republicans to keep the government from trying to regulate and control us.
Once again, we can't really blame this on the Republican Party. This guy is so right-wing he jumped off the damn wing a long time ago and is currrently skydiving towards Crazyland with no parachute, the only safe way to enter Crazyland.

If we just outlawed ovulation there would be no babies and thus no abortions.  Plus women would be happily free of that time of the month.  Sure, it might keep some people from having babies, but rich people could afford test tube babies so it wouldn't matter.  If poor people had babies, we could convict them of being born illegally and greatly expedite the process of putting them in prisons.

The best argument I can think of in the bill's defense is that it might encourage pregnant women to take better care of themselves and their unborn progeny.  The result, however, is fairly moronic, even if it didn't make violation a crapshoot.  Doubly so since it does.

Only if society changes, which it won't. The people left would want to keep things the way they were before. They would still say they were rich.
