From the underground a new faction rises. It controls part of former Germany, France, Austria, Switzlerand, Poland and several other small countires. The mysterious leader, Jack Miller has formed a military organisation that took control over those. It seems they use advanced weaponry, high velocity bullets to be precise and its also said the elite troops use plasma weaponry, however it seems thats a myth.

Elite - Plasma armed heavy armored units. (Think of Combine Elites)
Soldier - Good-trained, battle hardened veteran from several former wars.
Militias - Drafted, bad-trained civilians who fight with low morale.
