You press k while ingame and then you go start the DF liquids hacks and then if you want water you press W and then press Enter  And the water will be on the tile that the X is on ingame

Adding magma doesn't let you use magma forges or smelters until you actually dig down and discover magma the old fashioned way.  After that you can hack in magma where you want and build forges.
