High-tech (all the books in the high-tech series, I think, including Pulp Guns)
Gun-fu (I'll explain this later)

I included Gun-fu because it looks like a pretty cool book to use; all the rules in it are entirely optional and only apply for those who want to use them. Still, I suggest flicking through it to get an idea of what you can do with it.

Have most of the GURPS books, and am reasonably familiar with the system. Also have some experience GMing.

Ok... for the lols, I've given my character Amnesia, and slammed him with Sense of Duty, Duty and Code of Honour. Should call for some epic RPing on my half. Anyway, how do you want the character served, and where to?

Just save it with GCS as whatever file it is that GCS uses (.gcs, I think) and upload it to the internet or something.

OK, I'mma poke at this template when I have some free time tonight; the costs need to be recalculated because DX and IQ cost 20 points in 4e, not 10 as shown in the template, and I'm not sure why some of those skills show 1/2 for point cost.

OK, I think the total cost for the template with the changes between editions becomes 128 points (making all those 1/2 points to 1 points)

Alright, I never noticed that. I'll make the point total 150 and the starting funds are $10,000 (if you think this isn't right then just tell me).

Is that $10,000 for requisition purposes, or in addition to the equipment that would presumably be supplied to our squad?

I can't make a character, but if someone else could make me one that would be great. Whenever I look at a character sheet generator I get confused.

You should buy everything out of that $10,000. I doubt that specific ownership of the items will be important in the campaign, but should it come down to it then weapons and ammo will be owned by the state and everything else is your own personal property.
