Dwarves steal ingredients from the kitchen

Had this happen quite a lot until I figured what was going wrong. Looks like dwarves ignore that drink barrels have been claimed by the kitchen for cooking when drinking.

Yes, I mentioned this on IRC as I actually had a fortress starve due to not being able to cook off 1200 alcohol.
