[38a] Using nonexistant stairs

If you've got an up/down stairs on two levels, and then mine out the one on the lower level, place an up/down stairs next to it and attempt to build another one directly above that, it would appear that the dwarves will attempt to climb the removed stairway to the 2nd floor to mine out the other staircase, and then cancel the job saying that they could not find a path. Not that critical of a bug, but I noticed it at least. I can attempt to provide pictures if my explanation didn't make sense.

I'm not sure whether this is a bug or a feature but you are unable to dig "upwards".
