Glass must be worked directly into what you want.  It's very difficult to cut glass into a specific shape, compared with blowing glass into a shape to start with.  A boulder-sized chunk of glass will just fracture when struck.  Rather, you must blow it into shape in the kiln, and make what you want on-demand instead of stocking up on raw material and then working it.  It's much different than stone and wood.

Stocking up on glass's raw material means: fuel, bags of sand, pearlash (if you are going to make clear glass).

None of those are difficult, as merchants bring the occasional bag of sand so even if you don't have a sand tile to make a sand collection area.

And remember: he who lives in a glass house should not throw stones. So no stonefall traps or bridge-a-paults near the tower.

More on topic, note that the amount of sand merchants bring is really not tower-quantity. That's presumably not an issue here, but building a glass tower on a sandless map is an extraordinarily long project.

Pointless giant construction made from extremely difficult to acquire materials? Sounds dwarfy to me.
