That should be butcherable.  Will your dwarves move it to a refuse pile, or do they refuse to touch it at all?

They do not seem to be taking it to the refuse pile.

Make sure the corpse is not forbidden.

Make sure that you have enabled gathering of refuse from outside, through the Orders screen.

Make sure that you have not set all corpses to be automatically dumped.

Make sure the refuse pile accepts all corpses.

Make sure your dwarves are not confined to a burrow or otherwise unable to reach both the corpse and the refuse pile.

I placed a refuse stockpile ON the corpse; seems to have done the trick!

In Dwarf Fortress, piles stock themselves.

Are your dwarfs allowed to gather outside refuse?

Is this why none of my dwarves are even touching all the corpses outside?
