Why would there not be banning in vanilla? This is minecraft, the game that made griefing noticeable.
But no, bukkit tis not updated yet.

Bukkit is certainly updated, but not recommended. Anyway, garsh I never noticed you could ban someone, even with all the times I've read the default op /help text

You not seeing it before is because the help text is larger than the chat space in minecraft
