Is it just me or do creature attributes not work right in arena mode?

Every creature I spawn in the arena seems to have all attributes at "Average", even if the entire range of possible values for that attribute for that creature is above 1000 (the "average" value). Do I have my settings set wrong somewhere, or is this a bug?
