he is surounded by ramps I have built new ones down to him and my other miner gets out fine his health is hungry thirsty starving and dehydrated yet he stays its in sane I already checked for burrows

Does one of the ramps have an wall with a walkable surface on top, next to it?  Ramps *have* to have walls next to them to work, just having a ramp up to a floor doesn't work.

Yes all the ramps are on the perimeter of both rooms I make an inverted corkscrew plan when it comes to mining

That's strange, I'm all out of ideas.  If you disable the dwarf's professions and use another dwarf to build something, floor or wall, nearby, are the other dwarves able to path up near to your bugged dwarf?  Perhaps there's a pathing-issue somewhere else that means that your dwarf is unable to move anywhere useful, and as such just..sits there, sad, hungry and thirsty.

He can wander in his - cell room he is hunting for vermin but he wont go up to my ample food stocks say zs up

Could you draw the layout of the rooms? Ramps are tricky, and without knowing how exactly they're arranged it's hard to know the problem.

Left to right
Level 1: Floor, Upward Ramp, Wall.
Level 2: Open Space, Downward Ramp, Floor.

If the dwarf is on the level 1 floor he should be able reach level 2. I've noticed that diagonal movement tends to mess up ramp usage.

It will help if you use the code tags to make the map you're trying to draw more legible.  I can't tell what you're trying to show in your last two posts.

Keep in mind that each ramp needs to be next to a solid wall with an open floor space on top of it in order for a dwarf to be able to use it to get from one level to another.
