The navy already has two submarines and a destroyer in progress, costing its full 7 IC allotment. They'll be done by the end of March.

The armed forces are in a sad state, hence the large investment in upgrades and reinforcements. We have 1600 manpower and are gaining 1 per day. Unrest should reach 0 in 253 days, at which point we should have another 12 IC to play with. Most of that will probably go to building more factories, which is the only way we'll be able to challenge the US in the later game.

The investment in consumer goods is what's paying for research and unrest reduction.

The world is quiet, little suspecting the war whose fires will soon rage unstoppably across it...
