+ and - Keys Won't Work

So, I just installed .19, and when I try to change my embark setup the + and - keys refuse to do anything. I have searched through the wiki, the forum and the key bindings and cannot find anything. Any help, please? I am using Windows.

Please check the number of aviable points.
In .19 you start with all points assigned to items.

Not working. I have 270 points free and cannot decrease or increase the number of items I have or modify dwarf starting skills.

Are you using a laptop? I always have to reassign the keys on mine, usually to [ and '.

Yes, I am. Like I said, though, noting in the key bindings section seemed to be for modifying embark materials. What fields would I have to replace?

EDIT:
It seems I also cannot navigate the help menu. This is quite crippling; can anyone help, please?

It should be on the third page of key bindings: "Move secondary selector up" and "Move secondary selector down". I had to change it too so I remember. "Page secondary selector up" and "Page secondary selector down" need to be changed also I think.

Yeah, the lack of a numbpad on laptops really screws it up. My laptop has a function key and pseudo numpad on the keyboard which works, it isn't really good for a permanent fix but it might at least help getting to the keybinding menu.
