Soldiers get upset about worn out clothes, never replace

well, they don't seem to, even while standing down. I suppose I could set their armour to 'clothes', and they might, but they should do that by themselves

There are actually a number of things soldiers should probably do when standing down.  I don't think they try to consolidate their belongings at all either.  It's really only a partial condition at this point.
