Problems With New Civs

To mix things up a little I decided to play as Orcs, and to do my best at an Orcy society. I thought it would be as simple as adding [CIV_CONTROLLABLE], but apparently not. At embark, I can't put any skill points into, well, anything. I'm sure this has happened before, if anyone has an answer to this problem I'd appreciate it. Until then I should try to play as other civs and see if they have the same problem, maybe fool around with the raws to see if I can't get it to work. Any suggestions, even educated guesses, are welcome.

As far as I know, the creature definition must have the [INTELLGENT] tag in order to learn skills and the Entity definition needs to permit all the different labors and permit buildings and reactions in order to work in fortress mode.  There may be other needs but I'm not sure off the top of my head.

They are intelligent, I'm playing Genesis. And I copied reactions and labors from the Dwarfs, they should be able to have skills. I'll look and try again.

In that case, are there any duplicate labor/reaction permissions? Duplications tend to cause errors I'm told.

Well, I'm an idiot. Turns out I wasn't even given any game monies at the beginning to use. Because I have a ridiculous amount of seeds. That's been rectified, thank you all for helping.

Yup, this kind of thing messed me up when I modded in a race that could only use iron and silver.
