Also, are they forbidden?

Also, do the dwarves have food hauling turned on?

And are they accessible to your dwarves (i.e.  not outside of a burrow to which you assigned your dwarves)

Also, carpenter won't build workshop, the stone is underground, their is access and everything...

I think it was Dwarves gather refuse from outside that I was thinking of, which wouldn't be important, my apologies.

If there is a stone blocking the workshop it can't be built. You will have to designate stones blocking the construction for dumping. You can do this by setting a dump zone first. Then you use the designate menu to mass dump the stones with a designate box. The keystrokes would be d->b->d followed by drawing a box around the stones you want dumped.

After that the dwarves will pick up those stones and carry them to the dump zone and pile them on top of each other. They will need refuse hauling enabled to do this.

Once the stones are dumped, they are marked as forbidden. If the workshop is not being built still, the stone that is to be used for the workshop is possibly one of these newly forbidden stones and sitting on the pile. The way to claim them (the opposite of forbidden) is d ->b->c designation box.

Nope. I set a workshop to be built on top of dirt, with stone being on a lower floor.

It is also not entirely correct what Duuvian says.
If there are stones blocking the build location of your workshop,
they get moved away by the dwarf building the workshop
(to the nearest place outside of the building site)
unless there are stones which are locked for hauling,
for example because they get are used at another construction site.

Have you turned off his other jobs except for carpentry?

Nothing with burrows, this was within first 5 mins of gameplay. His only other job is woodcutting, no trees are set to cut tho.
