Actually no. Just the text of the post counts against the space requirements. Red color, bolding to get my attention, and the specific link format are allowed for 'free', just count the visible characters.

Empty space are characters.

The best way to count your characters would be to click the 'Preview' button and copy/paste the rendered text. That will give you the same character count that I've been using.
