Snatcher but no ambush?

I have a neighboring goblin civ, and they once sent a snatcher, but I have never seen an ambush from them. Is this a bug? (and the lack of ambushes is really bugging me b/c when they never show up you don't know if they MIGHT show up, where with ambushes you know its safe for a little while afterwards)

This happens, especially in the first years, then later snatchers come just before an ambush.  You can increase your watchful defense by building guard towers.  These are small platforms built on stilts, with glass windows and an animal chained or pitted inside, with no stairs leading to it.  This allows the creature to see through the window and detect ambushes, while the windows keep it safe from archers and the 1 Z height with no stairs makes it immune to building destroyers.  It requires 4 glass and 9-14 stone.
