TOR problems: is polipo broken?

OS: Ubuntu 10.10
For the last few days TOR has refused to work. When I tried to get torbutton to diagnose it said that the proxy wasn't working, and certainly, when I try to run polipo, instead of getting the usual "polipo is already running!" message, I get:

Couldn't establish listening socket: Address already in use
So, is it broken? Should I reinstall it or something?

TL, DR: TOR refuses to work. What do?

IPv4 is running out. I've had quite a few people complaining about this.

The IP address is probably already in use.

Yeah, it seems you hit it on the spot, because now it's working. I guess that as long as we keep having this IPv4 problems, logging into TOR will be a matter of getting lucky.

I doubt it, since IPv4 hasn't actually run out yet. It's more like the source of a massive river system has run out, but the water doesn't completely disappear at the same time. The upper level pools still have a bit of a buffer that will take time to deplete, and then the later ones will take time, too.

It could still be a problem with the address already in use, if whoever supplies the addresses isn't getting any more in an attempt to prolong the meagre supply that is left, or something, but "IPv4 running out" wouldn't be the direct cause for another 6 months or however long the regional supplies last. Perhaps peoples' reactions to it, or a different issue. Knowing what's broken would require understanding what the program is and how it works.

It appears to work now... but I did not do jack. So that's why I am thinking that maybe the problem was with the network rather than my computer ???

Are we being trolled? Polipo is just a local proxy. The IPv4 address space has absolutely diddly crap to do with it.

Address already in use probably refers to something else on your computer or possibly on your local network. But I don't diagnose Linux networking problems, particularly over the Internet.

If it sends him to another network and tries to assign an IP value that's already in use, it can mess it. Lots of people have been having trouble with it, especially with the bigger ISPs.
