Thief Derpness

Sorry if this seems a little noobish, but do kobolds not set off traps? Also, how often does a kobold actually steal anything? Most thieves I've seen just walk in and then leave. Is this intended?

Kobolds do not set off traps, and they normally run away as soon as they see anything, though they do carry a dagger and I have had them stab pets. Normally they well only steal things if you leave them lying on the surface. They are no more than a minor nuisance.

Kobolds have trap_avoid tag, so traps didn't reveal them or catch them. But, goblins thiefs didn't have the tag.
Kobolds thiefs try to steal objects (normally, finished goods or weapons/armors) When spotted (or when they catch an object) they try to run at the map edge for escaping.

So, kobolds thiefs are normally spotted in the front of your fort (by guards animals, haulers, or a random cat). So, they only make job cancellation spam. Just put guards animals with restraint in the front of your fort for spot them. Restraint = (b - v) and assign an animal.

I have had kobolds stabbing haulers to death just to get to the exit.
Annoying little buggers causing tantrums.

Best solution to kobolds is to have lots of overlapping war animals in your entrance, so that if the kobold isn't killed while escaping, they're likely to at least a leg wound bad to not make it through your cage traps.

So they actually can be trapped without webbing cages? What do i need to do to get one then? Or revealing is enough and after that they set off traps normally?

War animal spots thief.
War animal bites thief.
Thief walks over to cage trap, passes out from pain.

That's the fun way. If you want the easy way, just go into the raws and remove the [TRAP_AVOID] tag from the kobolds in creatures_standard.

Extra points if you do it doggy style, though.
