No, probably more, perhaps less. (Less may end up with you being the smear though.) Three was just the maximum number of villains I wanted to keep waitlisted.

You get skill ups for completed missions, villains are generally the boss of a mission. So the more villains you make your way through the more missions you complete, hence more XP.
