No objections, though infusion looks incredibly useful.

EDIT: Actually, I was forgetting the enhancements were instead of and one stronger than Enchanting's. Still very useful, but basically just continuing Enchanting's line.

Also, how exactly do Exhaustion Orbs work? Would a unit equipped with them deal no damage but apply the debuff to their target as long as they kept attacking, or something else? What range/type are they?

Looks fine to me, and there's finally a use for wool. Yay.

Questions:
Do Navigators allow cogs to leave the coast?
Naval siege equipment aren't listed as primary weapons? How's that work out, with, say, longbows plus naval ballista?
Is it possible to convert an already built standard catapult into a naval catapult?

At the start of the battle, they throw their debuff on an enemy unit. Then they're normal units. Light weapons may be a good idea for them, since they can't carry a primary melee or ranged weapon.

Yes.
They probably should be primary weapons, actually. You can only have one ranged attack, though; adding another ranged weapon doesn't do any good.
