Since it seems that Ochita was on this morning at 9 and chose to not bother to put his turn in, I say that he should just skipped this turn (with his people getting enough food to avoid pop loss, but nothing else).

It's been what, three days now? I'm starting to agree with lemon10. As he seems not to have responded to the PM and was just on, he's had more then enough time.

Ochita, even if the answer is too busy/don't want to/working on it later, you should really tell us something. Having you vanish from the game, but clearly not the forum, for three days leaves us sort of scratching our heads.

Anyway, I'm going to second either idling him or having someone else do his turn. On that note:

I don't know exactly what his current plans are, but there's really not that many reasons not to upgrade food production and expand his population, at least a little. Also, depleting his current stocks to accomplish that is worth it in the long run; I mostly left anything in there at all as famine insurance.

Every age, a few new settlements pop up and a couple settlements turn into cities. I decided this was a good place for one.

Ah, I see.

I suppose I should ask now: What are the rules for enslaving/extorting/pillaging/burning settlements or cities to the ground?

EDIT: Also, Field Medics aren't described anywhere. And my trained Talons once again have the right hp total, but are still listed as L1.

I'm mostly winging it. If you beat a city's defenders out of the way, you can loot the city with even a single injured unit, but anything more severe requires more forces because it's more likely that the general populace will try something.

Oh, and, uh, field medics are 1 labor for +6 health.

Happerry, you don't have iron working. You can't mine iron until you research it.
