How exactly does my explorers special ability work? Do i have to say that he is searching a hex for resources or will he do it automatically as long as he is in the city?

As long as he's in the city, every event that would normally have a chance to uncover special resources has a higher chance of doing so.

I assume that it gives both EDIT: and building takes place after resource production and gathering, so yeah, off limits.

You said that military units can't search city tiles for resources. Does this mean labor CAN search city tiles for resources?

It depends largely on you. As things stand, it's a neolithic fantasy world, which is pretty odd. And it's bound to develop in strange directions, even if I don't know what they'll be yet.

Yes. Any time a special resource requires a terrain improvement, that improvement also gives its normal bonus (if any).

Correct. You collect resources, then you build structures and improvements.

lemon10, you are correct. You can spend labor on just searching for resources within the city radius.

Can i level a unit up and have it explore in the same turn? or does it have to stay in the city for me to have it level up?

No, a unit can move or train in a turn, but not both.

By the way, after the second time an experienced player has run into this, I feel like I should point something out: Most terrain improvements cost less labor in this game than in previous ones. Since one food is less significant than it used to be, I made food-producing improvements cheaper as well.
(Edit: Wait, that's two fishing villages. Well, still worth pointing out, I guess.)

can i search the same tile multiple times (but in different turns) and still have the same chance of discovering a resource? does every tile explored have the same chance as any other of giving a resource (eg. a mountain vs a forest)? do tiles that already have a discovered resource have a chance to still have another?

Yes, not really, and no. I've already placed the resources around your cities, I just haven't told you where they are yet.

IronyOwl, there might be special resources in a tile you've already explored (and in this case I haven't already decided where), but you'd need some kind of specialist to find them - and it wouldn't do you any good for a while, either, since you can't start colonies yet.
