 I just channeled out a frozen brook. so what's left is a channel filled with ice cubes. I wall off either end so water doesn't pass through. My dwarves run in there and start cleaning themselves. After a while the river thaws, the ramp edges go away, and the channel fills with about 5 level of water. There are two dwarves in there, not drowning, now competent swimmers. I dig out some stairs on the side, but they refuse to use them, and are now starving thirsty and tired from swimming. What is going on with them?

Is it an up and down stairs? For safety, you could try digging a ramp in the side.

I have a ramp and an updown stairs with a downstairs above. I've even tried making them a squad and assigning the squad to move to the shore. When I assign them to move somewhere in the water, even to the square right next to them, they say soldier can't follow orders. It's as though they are glued to the spot.

Check to see what their current job is.  Were they trying to remove ice-boulders when the river thawed?  They are probably desperately hoping to move non-carryable blobs of molten ice which would appear as "puddles of water" contaminating your brook somewhere.

I have had miners act that way when they descend ramps. find out what skills they have, and assign a workshop to them, or a job they can do. Then add jobs to the workshop assigned to them, or whatever they do, if it does not require a workshop. If this does not work, get busy cranking out slabs

It's been my experience that sometimes dwarves in deep liquid just simply will not try to leave, I assume it has something to do with the whole "will not path through 4/7 or higher" liquid thing.
