Added social reforms (decrease disruption) and Hezbollah + PLO rebel groups.

Also:
**If a rebel group succeeds in disabling or killing a government unit, disruption is raised by 1 and they gain an extra unit.
***When rebels attack they attack only the infantry, not the whole army. However if the government attacks the rebels they can use the whole army.

Hezbollah is now capable of a much higher amount of income then Lebanon.

I'd suggest getting rid of the disruption thing and making it that instead of camps creating 20 income, they instead divert a fraction of the countries income from the government to the rebels.  So if Hezbollah makes two camps in Lebanon, they would get 20% of Lebanon's income for 4 income compared to Lebanon's 16 instead of 40 income compared to Lebanon's 8.

Agreed, Camps will divert 10% of the nations income each. Disruption is replaced with rebel units (If disruption is raised by 1, 1 rebel unit is formed.)
