The leadership of the Hezbollah shall do the following:
The Red Army Faction shall receive sanctum in Lebanon borders, however they MUST be unarmed and not have committed more than two murders. They may also receive training should they pay.
The Mujahideen shall receive sanctum in our camps.
Chechens with dissent may come to Lebanon for temporary sanctum until they are able to be extracted by local US Carrier group.
The British SAS may be allowed to train in Lebanon for the Falklands War.
Spetsnaz forces may not enter with weapons.
GSG 9 shall be allowed to train.
Offer the banks another place to store their money, and paranoid Americans to store their money overseas.

Uh... no.  Allowing in the Palestinians is already a radical move that could extremely destabilize our tiny country, only justifiable because it was grounded in humanitarian intentions.  We are not going to let Lebanon become a no questions asked rooming house for anyone in the world with a grievance and a gun.  We have agreed to a ceasefire with Hezbollah but that in no way shape or form means that any one of those groups will be welcome or even tolerated in Lebanon.  This government will not hesitate to detain, deport or prosecute any member of these groups who illegally enter Lebanon.

Well, the Mujahideen are liked by the Americans. And the British and the GSG 9 would put in a good word for us. Chechens leaving to help would increase our relations with the US.

You know, we feel a lot less like foes and more like government/opposition party.  Maybe we should both be Lebanon, but the two different parties.  After all they aren't always shooting at each other.  You be Hezbollah, I'll be the Mustaqbal movement and together we will kick ass and take names.  We shall trade control of the government every 24 hours or so.  Your turn starts now and lasts until 11PM eastern time Monday.  So go do all that crazy shit you want while I project an image of stability to appeal to foreign investors.

I totally foresee SAS and Spetnaz shooting at each other in northern Lebanon.  Why northern Lebanon?  Because it hasn't gotten trashed in a while so according to the law of conservation of Lebanese misery, it's due.

You do realize that our economy is built on banking, transportation, tourism and retail, right?  Those industries tend not to like proxy wars...

On the other hand, if we could get the banks to join in the proxy wars...
