This is too broad.  If the perks are good enough, I imagine most people would be hard pressed to name such a state.

For example, if you dislike the residents of a particular state, you might be willing to live there were someone to replace those residents with people you like.  If you dislike that state's laws, you might be willing to live there were someone to change the laws to suit you.  Don't like the terrain?  We'll terraform it for you.  And so forth.

As far as I'm aware, Indiana has done nothing of much interest aside from IU having amazing libraries and the Indy 500.

Man, North America is such an amazingly beautiful place. I want to head to the northern parts of the USA and explore Canada in the summer. The south, well, deserts aren't for me, or cities, or beaches, so let me at them forests and mountains.

I should try hunting.

So what are you basing worst on anyway? Just because I'm no desert person doesn't mean I don't see the beauty in it. The whole country (you know, the parts that haven't been built over) is obscenely pretty.
