In the gift screen you can chose one of your friends or put the email of the person, that assumes that the person doesn't have Steam. I don't see an option to giving a gift to a nonfriend Steam user =(

yes, you can send to an E-mail address.

you can also send to your own e-mail adress, and then forward the message through PM.

Yes - gift it to their email address directly instead of their Steam name.

This is what I do when there's a great sale. Bought ~12 copies of TF2 for $2.50 a while back and sent them all to my own email, sold 6 for $5.00 after the sale was over, gave the other 6 copies away to friends. (You can 'resend' a gift to a new email address later) Broke even - free copies for my buds!
