Unfortunately, mods to population only take effect before the world is generated. If you changed frequency and population of GCS after making your world, you still won't see any actual effects.

The fastest way to get weapons off caged gobs while leaving them wearing armor:

0. DON'T claim their stuff with d-b-c.  DO make a goblin-only animal stockpile so they're all together in one place.

1. Mass dump (d-b-d) all the cages.
2. Go to the stocks screen and 'undump' all cages.
3. Go to the weapons section and unforbid all weapons.

Dwarves will now come and dump ONLY weapons from the gobs, and you don't have to search through the ridiculously long armor stocks screens.  The armor and clothes won't be dumped until you claim them.

Won't this only work if you have available weapon stockpile?  I rather like the mass dumping because it can be done with minimal stockpile usage.  It's all getting melted anyways!

If that's the case, mass melt their stuff and then unforbid via the stocks menu.

As for GCS trapping, I had a thread on that earlier.  Seems like they have building_destroyer 1, so they attack wooden constructions.  Build some cage traps in front of a door to lure them into the trap zone.

In my current game, my siege defensive force is all crossbows.  Fortified towers scattered all over the place, especially around my fortress entrance.  Underground access to every tower.  When invaders comes, I lock up my fortress and let my marksdwarves do their thing.

2. I had some weirdness with weapons becoming mysteriously forbidden when in use.  It seems to be caused by the "forbid other death items" order.  The weapon becomes forbidden if it is stuck in an enemy at the time of death, or something like that.  If your dwarf never puts the weapon down, it isn't a problem.  If the dwarf does put it down, the forbidden weapon will not be picked up again, which is a problem.  Unforbid the weapons that are forbidden now, then go to Set Orders (o) -> Forbid (F) and hit (t) to change "Forbid other death items" to "Claim other death items".  This should stop your weapons being forbidden in the future.

Yes, this. I'm not sure about the 'on death'. It could even be, that if at any moment in a battle, a dwarf's weapon gets stuck in it's enemy, the weapon becomes autoforbidden.
I made it a habit to go over my military's inventories after every battle, and check for forbidden weapons.

Why they could have dropped them, I'm not sure. It won't be containers in their rooms. Weapons are not stored in chests or cabinets. Weapon racks are for storing weapons, but I don't know if they effectively do so already.
