So is there anything that will get people together? (without booze)

It depends on who you're talking about, really.  Any group is complex and has common interests.  If the group is large and there isn't enough cohesiveness due to mutual friendships, you're probably going to need alcohol, food, or something similar.

You have to offer folks something they want, without being offended that they don't necessarily value your company that highly.  Think about it like an economic system: you pay for their presence (what you want) with alcohol or food or [what they want].  When they get more out of seeing you than they would out of staying home, they'll come.

I don't drink...at all.. I hate the ****. I saw what it does to a family.((Aka mine.))
And i really hate the taste.
So when your drunk you act incredibly stupid and reckless and get the courage to do something funny and cool right?

Are you seriously being keen on meeting that sort of people?
Because you shouldn't have that much trouble with the other sort of people, who in most cases are more interesting to meet.

I've been successful with food (as mentioned by Vector, above), video games, board games, movies... really almost any sort of planned activity. It seems like there are plenty of people who want to do social things, but want someone else to organize them (booze or no).

The trick, though, is not to expect everyone that you invite to come. I've found 50% attendance is around normal[1], though that distorts around 2-3 people as schedules get easier to coordinate. Thus, if you want to get six or so people together to do something, invite 12 or so.

[1] Booze or no, scheduling conflicts do show up unless (and sometimes even if) you plan months in advance. Last-minute school/work things come up that take priority, significant others make other plans, and so on. Sometimes people just forget when your event is happening[2]. It's nothing to do with you or the event,so don't take it personally.

[2] I've had people cheerfully say that they'll be showing up a week late, for example.

D) They really, REALLY, love beer.
In his age bracket, I doubt popular parties with beer are parties with popular beer. Most of it is just upgraded ethanol solution. People usually don't go for the beer itself, with reason (unless it's a special, beer-centric evening, like the beer tasting evenings my study association likes to organize), but for being tipsy and beer is (usually) the cheapest and most accessible source of tipsiness.

I don't drink beer. Find it to be not much better than foamy water that tastes like yeast. I prefer liquors, but even then, I hardly ever drink. Parties aren't my thing, either. What's fun about getting drunk around a bunch of strangers? I have enough fun with my small group of friends.

I discovered in college that a lot of my peers have a bizarre and probably unhealthy obsession with alcohol.  I don't drink, so I was a bit isolated on my campus.

The reality is that a lot of people simply don't have good social skills and they don't know how to act, unless everyone around them is tipsy and drunk.
This is so silly-wrong it hurts. Yes, alcohol is a social lubricant. No, you being shy and reserved and choosing not to drink doesn't mean that other people have a "bizarre and probably unhealthy obsession" with it. It's college. You are there to get galactically wasted. It's not like an undergraduate degree is worth much more than that today.

You can either choose to participate in social activities, or not, but the latter tends to boil down to fear and awkwardness and comments like yours are a defense mechanism to not have to recognize your own failings. Which is something that you just need to get the fuck over to be a well-rounded human being.
