Does it cost points to make the gnomes and elves allies forever ? or will I have to make a gnome avatar ?
You would have to make a gnome avatar (or if you could do it right, a event might work as well). And while a avatar could make a peace treaty, it wouldn't be "peace forever" and could be broken by the actions of another avatar or such.
Ok here goes the actual gnome description.
Gnomes:
They are small people exactly 4 feet tall and 3 feet wide. They are advanced mechanics, crafters, and metal workers. Their metalworking skill is by far no where near the masterwork of the dwarves, but it is good enough to allow them the ability to build flying machins they call Gnomecopters. They are born with almost no magical talent exactly one out of every 1000 gnomes has any magic ability and only 1 out of 100 of those has enough to be classified as a mage. They barely use any wood at all having learned to live of what is in the mountain. They prefer peace to war, but when provoked they fight with a fearsomeness far beyond any seen before.

Um... three feet wide and 4 feet toll? I really think that is a bit too wide.
Zachina is the mother of dragons, and thus incredibly powerful. She is also a direct avatar and handforged by the gods to be powerful, but is directly ordered not to kill things, just foster more dragons.
Elder Dragons are those who absorbed the land fully, are completely independent, and have their own kobolds. These are vicious, territorial, and epic, meaning nothing short of epic fighters will kill them. Falak is a black dragon, and has absorbed power from the acid to be able to spit torrents of magical acid. They are not avatars, but for the creation of the world purpose (this thread) they cost the same.
Dragons (usually referred to just like that) haven't absorbed power, can't, or have founded in a place that isn't a mana source. They're not notable enough to spend creating avatars, but they can terrorize small villages.
Dragonlings are your race. They're not independent, live in Zachina's Forest, and are fairly helpless.
Yeah, zachina's goal is the fostering of the dragons. She will kill to protect herself or the dragonlings though, but will basically stay out of any other conflict.

Elder dragons wouldn't necessarily be avatars. If they had a large impact on history, or did anything notable outside of being attacked by adventurers, sure. But as long as they just stay in their cave and chill (or even attack anything that comes nearby), they wouldn't be avatars.
Dragonlings are certainly not helpless however, despite being much smaller and weaker then a dragon, they would still kill a human/elf/dwarf fairly easily, and a pack of them is very dangerous.
