Burrows completely disabling my work force?

Hello all,
 I've been attempting to use burrows in my most recent game, and I noticed I had a good dozen workers standing idle and nothing being moved around- after almost an hour of investigation I came here to see if anyone else had stock piles not working right. Turned out it was their burrow(s). I had my burrows setup so that workers would have food, drink and their respective resource stock pile within range and not leave the burrow. I had several dwarves that did not belong to any burrow. Everything was at a stand still. As soon as I removed these burrows, everyone went back to work.

The wiki says dwarves not assigned to a burrow will still use the facilities inside a burrow as long as they aren't assigned to any burrow.. is it bugged? Do stock piles not count? I'd very much like to use this what sounds like great system but I can't seem to keep any kind of "generic hauler" workers around.

Is there a setting I'm missing or?

The usual problem with jobs and burrows is the ENTIRE job has to be within the burrow.  Dwarves won't smooth or engrave a wall if the wall isn't in the burrow, even if the floor next to it is.  If the only source of stone is outside the burrow the dwarves won't even start making a chair out of it, even if the workshop is in the burrow.  And so on.

The other problem is a bug.  The dwarves will often start a job that's outside the burrow then cancel it when they realize they can't do it.  And then pick a random job and repeat the process.  Complete with delays between each step.  Eventually the dwarf will start doing the jobs within the burrow, but it takes time and occasionally repeats.

My problem wasn't the dwarves assigned to the burrow- I know why they couldn't do anything. It was the dedicated hauler dwarves who had no burrow assignment. It was my understanding no assignment == the dwarf can go anywhere. But they wouldn't go into any of the burrow stock piles, or transport materials to any of them. They just sat in the meeting area.

I had this problem too. But here I assigned some Dorfs to a burrow and then I removed the burrow. They got stuck, apparently.

It isn't a new Dwarf Fortress version until we're made to fear some kind of regular creature.  Carp, Elephants, Unicorns, Badgers, and now Mosquitos.  I've got 5 dorfBucks on the next one being plagues of groundhogs.
