Your thread title sounds like a corny anime attack.

The right way to deal with dwarven justice is to give a spinal injury to the hammerer. I don't know if he will bite criminals near his bed, tough.
I am almost certain that if the hammerer/captain of the guard is unavailable, the duty of punishing the miscreant will go to someone else.
I know this because my captain has been bedridden for a while and a swordsdorf went to punish a vandal. Messily. And then a macedorf did it for the next tantrum-thrower. Almost as messily.

The generally accepted way to handle "justice" is to put your hammerer/sheriff/etc in a room and Dump food on them.  Since every act of justice invariably ends in death, especially the justice of "you didn't make me any slade toy boats" the idea is to cripple/imprison your justice dealer.

I have a huge problem with tantrums in the same way.  I don't care if someone punches someone when they're mad, I've got a hospital.  It's just that every single tantrum I've ever had, ever, has ended in death from a headshot.  Dwarves, it appears, never lose their soft-spot from when they were infants, and are susceptible to fists and softly falling objects.

There is no hammerer. It's just the captain of the guard and one guard. With their skull-busting bare hands. Are hammers less lethal than fists? If true, it wouldn't be the most unusual thing in DF.

Of course the simplest option is to disband the justice system altogether, since I somehow missed out on getting a hammerer. Though dwarves getting busted up by guards will likely be replaced by dwarves getting busted up by tantrumming miners...

Hammers are less lethal due to the Adamantine Hammer.  Adamantine is insanely hard and insanely light, so slicing weapons like axes and spears can move much faster.  But, the reduced weight means that hammers become circus-style bop hammers, which means that training and hammer punishments are very safe, and I assume it's also pretty hilarious to watch your hammerdwarves pillow-fight an elf to death.

Featherwood(or willow) training axes.

It works great... except that combat lasts so long the sheriff gets disarmed and punches the guy in the head.

I've found that having a Captain of the Guard with a high Empathy score (and possibly high understanding of social relationships) reduces the strength of the beatings. One fortress I had with a dwarf with a high empathy gave some dwarves yellow wounds, but that was it. Later it crashed, so I installed a new random dwarf, who was low in empathy. He gave each of my 2 criminals a 5 page beating with a fatal punch to the brain. Since then, this has been the way I select my Captain of the Guard.

Well the same thing happened in my ex fortress.
I got a tantrum spiral and everyone starting to punch each other. The corridors were full of rumbling dwarves and raging animals, guards fist fighting around with civilian.
And most of them were DECAPITATED. Yes, DECAPITATED by bare fist of furry.
When I found the fisrts corpses my reaction was on the way of  WTF IS HAPPENING! WE ARE ATTACKED BGY NINJAS! Then I realized it was just dorfes incelemently fighting each other.
Well anyway I had to abadon my fortress because everyone was fighting and every floor and wall was splattered by blood and internal organs. Quite amusing.

Never used Dwarf Therapist, mods or tilesets in all the years I've been playing.
I think Toady's confusing interface better simulates the experience of a bunch of disorganised drunken dwarves running a fort.

because of last night I spent about 4 hours reading that entire comic, starting from the pillowfight one, all the way to the end, then I went back to the beginning and read up to where I started.

In the fort which I referred to (now abandoned due to FPS) I didn't have adamantine so that was out of the question. If I find the stuff in my current fort I'll give it a try.
