I was about to pick one of the options, but at least three others sound just as good.
I'm going to go for "fantasy world simulator", too, because that's more along the lines of Toady's ideas, and that's what every update brings it closer to being.

i put all of them, as for each part is one or another at different times. like, when mining, its strategy so u dont get clowns. or when you control 30 plus dwarfs, its more of a sadbox/world sim as you have semi-phenomenal, nearly cosmic powers over then universe.... i mean dwarfs

I've always found Dwarf Fortress incredibly similar to the Dungeon Keeper series. I don't know about classifying it, but for Dwarf Fortress mode I'd say it's a God game
