I reclaimed my old fortress and my dwarves won't go down hatches/stairs into the lower levels, any idea why and what I can do to get them down there?

This is just a shot in the dark, but if you just reclaimed the hatches are probably forbidden. Try unforbidding them.

t shows you the items inside buildings like hatches, see if the hatch item is forbidden. The dorfs may not wanna use them if they are.

I made sure to claim everything when I started.

This is the second time this has happened, except the first time, only certain dwarves weren't going downstairs; they actually starved to death on the surface while other dwarves, who went downstairs where the food was, were fine.

Hm, I'm not sure what to tell you. Have you tried digging out and remaking those stairs? Are you sure no burrows exist?

No burrows, although I did try making one to see if it would work. 

I haven't tried rebuilding the stairs, they are up/down stairs and when I've tried in the past, I always seem to screw it up. 

What's the best way to rebuild up/down stairs?

I assume these stairs are dug out, not constructed? I would try removing the hatch first then doing d>z (removes up stairs and ramps) that should leave a down stair. Then just build an up/down stair on top of that made of wood or stone.

I hope it works, I've never had that problem so trying to help is pretty much all guessing.
