They're fairly simple. All rolls are decided by Random.org.

You roll to hit, with a specific number marking the least you need to hit. You will then roll for effectiveness. Different weapons, aiming, and stance all factor in.
There are also 3 ranges, Long, Medium and Close. It takes half a turn to move from Long to Medium and such.

Example:
Bob is attacking Slug with his AN-94 Marksman at Long Range!
Base number to hit: 70
AN-94 Burst: -5 Difficulty.
AN-94 Modified; Accuracy: - 15 Difficulty.
Scope: -5 Difficulty
Long Range: +5 Difficulty
Enemy Cover: +10 Difficulty
Number to meet or beat: 60
Bob gets a 69, barely hitting the Bandit!
Base Number to Damage: 30
-10 [Anti Personnel Rounds.)
+7 (Near miss.)
To Hit: 27
Bob gets a 79, hitting the slug and killing it. (Health will be explained when actual fight happens.)
This will also be the same for space combat.
