[Mac 38c] Dwarf won't cut down trees (EDIT: nevermind)

EDIT: Turns out I'd accidentally disallowed civilians going outdoors. What a silly goose I am! Sorry to waste everyone's time.

I accidentally arrived at my new location with fewer logs than I'd meant to, so I had to turn one of my axedwarves into a woodcutter. I turned on the labor and designated a few trees...nothing happened. He wasn't carrying his axe at the time, so I activated him so he'd pick up his equipment, and then deactivated him. Nothing, again - he just sat around with "no job" on. I de- and re-designated the trees, no dice. I activated him, stationed him in the middle of the trees in question, and deactivated him; he immediately started running back to the meeting area I'd created to keep my animals away from the trogs and antmen. How do I get the fuzzy blighter to start cutting trees down?

Looking at the job list, I don't see any "chop down tree" jobs, but then again, I don't know how tree designations work with the job list.

I've put the savefile online here.
