They either can't find a path to your meeting area, or if you don't have one and they don't know where to go (assign them a bedroom they will go there to idle).

Build a road to the edge of the map from your fort.

They may not show up there, but they'll find your fort.

A quick question. Did you unpause after they arrived?

If in doubt, apply magma. The problem is solved regardless of them doding the magma or not.

one problem might be that you have accidentally removed upstair ramp/stairs so they can't get in

I had this happen to me. For some reason, the up/down staircases leading down to the meeting area had magically transformed into up-stairs.

I've had migrants just sit around for ages even with a clear path. Sooner or later they suddenly realize they've arrived and head on in. If you have any military, you could station them by the migrants just to make sure there's a path - then it would tell you immediately if they're cut off.

If they do have a path in, and you have a meeting area set (you do, right?) then just wait, they'll wake up and start moving eventually, at the latest when the migrant status wears off.

Had a similar problem today. I didn't have a Meeting area, so when the wave of Migrants came, a single migrant stood on the "spawn tile", blocking any other migrants from spawning to the site. I designated a meeting area, but he still wouldn't budge.

I had to wait until his "migrant status" (the flashing gray X) was gone, where of he happily moved to have a drink. Then all the other migrants spawned and moved normally to my new meeting area.

It isn't a new Dwarf Fortress version until we're made to fear some kind of regular creature.  Carp, Elephants, Unicorns, Badgers, and now Mosquitos.  I've got 5 dorfBucks on the next one being plagues of groundhogs.

I've noticed that when my fort's drawbridge is up, caravans do this, so sounds like pathing.  But yes, if you are certain there is a path in, I'd try the meeting hall thing next.  I've always had one, so I don't know if not having one causes problems.

You were probably removing ramps somewhere and highlighted your staircase.
